Who Is on the Board#

Jeff Singer ran DIFC through a formative period of its development. His direct operational experience building an international financial centre within a non-Anglo-Saxon legal system is precisely the institutional knowledge Vietnam's architects are working without. As far as publicly known, no other IFC advisory body attached to the VIFC project has included a former peer-IFC chief executive.
Dr. Jochen Biedermann leads WAIFC, a global network linking international financial centres worldwide. His presence gives VIFC-HCMC a direct line into the benchmarking data, policy templates, and peer introductions that an emerging centre cannot easily replicate independently. Whether his advisory role represents a formal step toward VIFC-HCMC's WAIFC affiliation has not been disclosed — his current involvement may be a personal advisory appointment rather than an institutional act.
Philip Rösler served as Vice Chancellor and Federal Minister of Economics and Technology of Germany. Marc Knapper served as US Ambassador to Vietnam from 2021 to 2025, spanning the US-Vietnam Comprehensive Strategic Partnership upgrade. His role on the board is less about regulatory expertise and more about maintaining relationship capital: the US-corridor network he built during his ambassadorial tenure is additive to ongoing conversations between US private equity and the VIFC's capital market ambitions.
PGS.TS Trần Hoàng Ngân, chair of the Advisory Council for Breakthrough Development at Saigon University and a prominent domestic economist, anchors the board's local institutional knowledge.
Where This Fits in the Governance Stack#
The advisory board (Tổ tư vấn) occupies a distinct tier in VIFC-HCMC's governance architecture. Below that, the Executive Agency runs day-to-day operations under CEO Rich McClellan. The advisory board reports to the Executive Agency: it is a consultative body, not a decision-making one. This matters for how to read the appointments. Singer and Biedermann are not in the room where Vietnam's VIFC regulations get written — that room is the Management Council, the State Bank, and the Ministry of Finance. What the advisory board can do is provide the Executive Agency with IFC-benchmarked input as it shapes product proposals, drafts sandbox parameters, and makes the case to ministries for regulatory decisions. The DIFC Comparison#
The DIFC parallel deserves direct handling. DIFC launched in 2004 with a governance architecture that combined local government oversight with internationally credentialed advisory input, and took roughly a decade to reach the institutional critical mass it holds today. Vietnam is attempting a compressed trajectory — Decree No. 323/2024/ND-CP established the legal foundation less than two years ago — and the VIFC's architects are working from a much more constrained regulatory base. Singer has seen that decade-long process from the inside. Whether his input can accelerate Vietnam's version, or whether the structural gaps in Vietnam's framework — the AA- credit rating barrier, the FX regime, the absence of a functioning specialized court bench — limit how much benchmarking can actually help, remains the open question. Those structural gaps are not things an advisory board closes; they require ministry-level regulatory reform.

The advisory board's value to international firms evaluating VIFC entry is reputational and informational, not regulatory. Singer and Biedermann's names will attract further international attention — and they now have professional reputations at stake if the centre's execution falls short of IFC standards. That reputational feedback loop is genuinely new: previous VIFC advisory engagements have not carried that kind of personal accountability.
Three things to monitor. First, whether Biedermann's advisory role converts into a formal WAIFC affiliation for VIFC-HCMC — that would give the centre access to the alliance's full benchmarking infrastructure. Second, whether the advisory board's meeting cadence and recommendation process are published, or whether they remain opaque; transparency here is a direct signal of whether this is an operational body or a press-release exercise. Third, the full membership list: the Tuoi Tre report references "many other international experts" beyond the five named — the complete roster has not been disclosed, which limits outside accountability.
